If State ALP in Tasmania keeps maintaining no collaboration with the Greens, then they will likely be a 5-time losing opposition. If they consistently poll below 30% in proportional representation, they stand very little chance of ever forming government. The ALP sees the Greens as illegitimate to what it sees as its birthright.
Hare Clark does make things predictable: neither party with less than 50% of the vote will be likely to take a majority of seats. Compare that to the mainland where majorities are formed with less than 35% of the vote!
